Lucknow: A departmental review meeting was held today in the Assembly Hall of the Vidhan Bhavan under the chairmanship of Sanjay Nishad, Cabinet Minister of Fisheries, Uttar Pradesh, to achieve the goal of achieving a one trillion dollar economy.

Reviewing the lease process in the meeting, the Fisheries Minister suggested to the Revenue Department that the lease allocation process should be made online, and extensive publicity should be provided, with deadlines for each stage. Lease allocation should be simplified. He stated that fisheries have been given the status of agriculture in the state, and fish farmers should be provided with the benefits of electricity, solar pumps, etc. Fishermen in the state should be trained.
Mr. Nishad directed that the portal created to make the Fishermen Farmer Credit Card process transparent be made online for the Fisheries Department. He stated that a large area of the state's watershed falls under various sanctuaries, where fishing, along with turtles, has been banned. Efforts should be made to restart fishing. Consideration should be given to establishing processing units near water bodies and in major cities. He also directed that alternatives be considered in place of polythene used for fish seed supply for river ranching in the state.
Chief Minister's Economic Advisor, Avnish Awasthi, suggested that shrimp seed be supplied to fish farmers in the state by arranging for shrimp seed supply from the corporation's hatcheries. Pearl farming and cage culture should be promoted in the state. Fish seed and fish feed should be standardized in the state. A complete ban should be imposed on the rearing and sale of the banned Thai Mangur in the state. He said that provisions should be made in the budget to provide grants for installing aerators for every leaseholder and private pond in the state.
Mr. Awasthi also suggested that a team be formed at the district level from the Revenue Department, Panchayati Raj Department, Fisheries Department, and all other departments related to lease allocation to process the lease allocation. He also said that in view of the budget provisions for the year 2026-27 being made in the state this month, proposals should be prepared and submitted for new schemes, training, and studies of image practices in other states. The CWG was instructed to prepare a report examining the good practices of associations and corporations operating in various states, as well as to develop a mobile app for fish production data.
Principal Secretary Fisheries Mukesh Meshram informed the meeting that the Revenue Department has already geotagged the village ponds. In this regard, representatives from the Revenue Department and the Director General of Fisheries held a meeting to discuss the improvement of ponds/projects through MNREGA and the preparation of the constructed Amrit Sarovar/ponds for fish farming. It should be ensured that funds collected from village community ponds are also used for the improvement of the respective ponds. He said that orders should be issued, taking into account the suggestions previously submitted by the department for expenditure from the Fisheries Development Fund received from river auctions, and a decision should be made to address the discrepancies in the rents of committees and individual lease holders. Action should be taken to clean and desilt reservoirs and eliminate water pollution. He suggested promoting tilapia production and training fish farmers in this regard.
In the meeting, the Director of Fisheries informed that the GSVA target for the Fisheries Department for the year 2024-25 was ₹21,000 crore, against which the department achieved ₹23,000 crore. The target of GSVA for the year 2025-26 has been fixed at Rs. 27000 crore for 15.40 lakh tonnes of fish production and Rs. 28000 crore for 15.70 lakh tonnes of fish production.
The meeting was attended by Commissioner Revenue Council Kanchan, Special Officer Revenue Council, Under Secretary Fisheries, Director General, Director, Deputy Director (Planning)/(Chief)/(San.)/Cooperation/, Chief General Manager, UP Fisheries Development Corporation, Managing Director Matsya Jeevi Sahakari Sangh, Assistant Director Fisheries Planning and Scheme Sanjay Srivastava and Sajjad Ahmed along with members of the KSM team.
