 New Delhi: Russian President Vladimir Putin's two-day visit to India is drawing to a close today, proving to be a significant step in further strengthening the 'special and privileged strategic partnership' between India and Russia. During this visit, held on December 4-5 at the invitation of Prime Minister Narendra Modi, the leaders of both countries engaged in in-depth discussions on bilateral trade, defense cooperation, energy security, and global issues. This is Putin's first state visit to India since the start of the Ukraine conflict in 2022, symbolizing the unwavering friendship between the two nations amidst global geopolitical challenges.




Highlights of the Visit:

23rd India-Russia Summit: Putin arrived at Indira Gandhi International Airport on Thursday evening, where Prime Minister Modi personally received him – a rare diplomatic gesture underscoring the personal rapport between the two leaders. At the airport, the two leaders warmly embraced each other and held a private dinner at the Prime Minister's residence at Lok Kalyan Marg. During this time, PM Modi presented Putin with a copy of the Bhagavad Gita translated into Russian, which the Russian President appreciated, stating that the teachings of the Gita inspire millions of people around the world. Today, Friday, the main event of the visit was the 23rd India-Russia Summit, held on National Flag Day. After a ceremonial welcome with a Guard of Honour at Rashtrapati Bhavan by President Droupadi Murmu, Putin paid tribute at Rajghat, the memorial to Mahatma Gandhi. This was followed by bilateral talks with PM Modi at Hyderabad House, emphasizing delegation-level discussions.

Key Agenda:

Trade Target of $100 Billion, New Partnerships in Defense and Energy: The discussions focused on increasing bilateral trade to $100 billion by 2030, which currently stands at $28.25 billion as of April-August 2025. Although crude oil imports have decreased due to US sanctions, Russia assured increased imports of Indian goods. In the defense sector, where Russia is India's major arms supplier, an agreement was reached to enhance cooperation on the S-400 missile system and other projects. Besides energy, cooperation on small modular reactors (SMRs) and agreements in health, education, culture, and media are also expected to be signed. Defense Minister Rajnath Singh discussed strengthening the strategic partnership with his Russian counterpart, Andrey Belousov, in pre-summit talks. PM Modi tweeted, "India-Russia friendship has stood the test of time, consistently benefiting our people." Meanwhile, Putin criticized the US's double standards, questioning the sanctions imposed on India's oil purchases.

Global Context:

Balancing Ukraine Peace Efforts and US Pressure: This visit comes amidst peace efforts on the Ukraine conflict, where India has maintained a neutral stance. The two leaders will exchange views on global security and regional issues. Despite US sanctions, India's policy of strengthening its partnership with Russia reflects New Delhi's independent foreign policy. Experts believe this visit will help create an economic buffer with Russia without affecting relations with the US. After a joint press statement in the afternoon, Putin will address Indian industrialists and attend a banquet hosted by President Murmu. Before returning to Moscow in the evening, the 'Program for the Development of Strategic Areas of Russian-Indian Economic Cooperation 2030' is likely to be signed.
